Non-Saudi ownership is in force. The map is the map.

The law applies as of Thursday 3 Shaʿban 1447 / 22 January 2026. Applications run through Saudi Properties. We check every property against that portal — we do not keep our own zone list.

The system is in force

REGA announced the non-Saudi property ownership system in force from 22 January 2026. Source: REGA news, linked below.

Who takes which path

  • Resident in KSA: portal with Iqama, electronic checks.
  • Non-resident: digital identity via Saudi missions, then the portal.
  • Foreign company with no KSA presence: register with the Ministry of Investment (Invest Saudi), obtain a unified number (700), then the ownership process.

Makkah and Madinah

Ownership in the two holy cities is limited to Saudi companies and to Muslim persons (resident or not). That sentence is not softened on this site.

Zones, not the whole Kingdom

Non-Saudi ownership runs through designated geographic zones. Share caps, the type of right, and durations sit on the official portal. The map has been operational since mid-2026 after the Council of Ministers approved the implementing regulations on 23 June 2026. We check each plot against the portal.

Practical requirements for non-residents

As described in the implementing rules (verify against the official gazette): an Interior Ministry electronic ID, a KSA bank account in your name, a KSA contact number. Companies: MISA registration, a representative identified in KSA, a company account; reporting duties when ownership changes.

Two fee pots people confuse

Real estate transaction tax

ضريبة التصرفات العقارية — ZATCA, details on zatca.gov.sa. This is not our fee.

REGA fee under the non-Saudi regime

Named in the implementing rules for Riyadh, Jeddah, Makkah, and Madinah at 2% for now (the law allows up to 5%). Zero-rate exceptions exist. Hold this figure against REGA before you rely on it.

Registers

Title registration: rer.sa. Off-plan sale licences: REGA. Inland enquiry 199011 / from abroad +966 9200 17183 (REGA FAQ).

What this page will not say

  • Buying property does not by itself create an Iqama.
  • Not every foreigner can buy freehold anywhere in Madinah.
  • Financing is not always available.
  • Named neighbourhoods only matter if the official map shows that plot.

Straight answers

What exactly do you offer?

A partner on the ground — not a lawyer. Search, explanation, viewings, process support.

Are you a broker?

We accompany search and process. We will say “licensed broker” only with a REGA/Fal licence on file.

What changed in January 2026, and what did June add?

22 January 2026: the ownership system entered into force. 23 June 2026: implementing regulations and the designated areas. Use the live map, not a blog list.

Can a visitor on a visit visa buy?

REGA’s FAQ speaks of legal stay or a digital identity for non-residents — not “turn up at a notary as a tourist”.

Makkah and Madinah?

Muslims and Saudi companies, and only inside zones.

Do you give legal or tax advice?

No.

What does it cost to talk?

The first conversation is on WhatsApp. We do not advertise a fake “from 0 SAR”.

Say which service. A team in Madinah takes that file.
